Sound of Music – 15th August

Appleton Village Cinema presents the Sound of Music on the 15th August. Doors are at 6:30pm for a 7pm start. Advance tickets are £10 for adults (with strudel). Advanced booking can be made by contacting appletonvillagecinema@outlook.com.

On the door, tickets are £6 for adults and £3 for children.

Sportsfield update event – 23rd August!

Please join us on Saturday the 23rd August – time 2-4 to learn more about the Pavilion Project!  There will be sporting activities to try, refreshments (cash donations welcome) and the opportunity to speak to us about the project.  If you have a sporting activity you’d like to showcase, please let us know and we will try and accommodate.

We will have ways you can sign up to volunteer along the way as well as opportunities to enquire about pledging support to the project.

Resurfacing of the A420/A338 Rbt at Tubney

OCC has programmed to complete full width resurfacing of the A420/A338 Rbt at Tubney over x2 consecutive overnight full road closures, following which they will reinstate all legal and existing road markings.

  • Thursday 21st August – Works btw A415 Kingston Bagpuize Rbt & A338 Rbt.

No Access from Appleton village to A420 via Oaksmere.

No Access from Tubney village to A420 via Old Coach Road.

Residential access only permitted between Kingston Bagpuize Rbt and Abingdon Road junction to access villages of Fyfield and Tubney.

  • Friday 22nd August – Works btw A338 Rbt & Cumnor Interchange.

No Access from Eaton or Besselsleigh village toA420 via ‘The Greyhound’ PH junction.

No Access from either of the two Besselsleigh Road access points to A420.

Isolated residential access only permitted between Cumnor Interchange and Rowleigh Lane.

This is purely a maintenance scheme so currently everything will be reinstated ‘like for like’.

A fully signed diversion will be installed routing traffic around the closure during the working hours, which has to keep to the same A’Rd classification thus suitable for strategic HGV traffic.

Letters will also be sent to all affected residents and businesses with direct access of the A420, advising of dates, times and phasing and will be timed to arrive two weeks prior to starting on site, which is also when the advance warning signs will be installed. OCC’s contractor will also be installing x4 more strategic VMS signs further afield, again 2 weeks prior, to pick up long distance haulage routing.  No bus services will be allowed through the closure during the working hours and this has been agreed with the relevant bus companies already.

Parish Councillor Vacancy

The Parish Council has a vacancy for a Parish Councillor. To view the Notice of Casual Vacancy, click here.

The vacancy will be filled by election if, within fourteen working days of the date of this notice, any ten local government electors for the said parish submit a written request to the Returning Officer, Vale of White Horse District Council, Abbey House, Abbey Close, Abingdon, OX14 3JE.

In computing these fourteen days mentioned above you disregard a Saturday or Sunday, Christmas Eve, Christmas Day, Good Friday or a bank holiday or a day appointed for Public Thanksgiving or Mourning.

If no such request is made the vacancy will be filled by co-option by the Parish Council.

Proposals for Governance in Oxfordshire

You may be aware of the ongoing discussions over what local governance will look like in Oxfordshire in the coming years. The changes that are coming are necessary to meet the plans laid out in the UK Government’s White Paper on devolution released in December 2024.

What changes will we see?

The White Paper sets out the Government’s intention to create a number of Strategic Authorities across the country. These will sit above the current councils and either be designated as a Foundation Strategic Authority or Mayoral Strategic Authority. The latter will be led by an elected mayor.

In the areas – like Oxfordshire – where a two-tier system for principal authorities remains, this must be abolished for a single unitary authority. The two-tier system is when two different councils handle different services, as is the case in Oxfordshire (i.e. we have a District Council and a County Council, both handling different responsibilities.)

The various Councils that operate in Oxfordshire have been discussing options and are preparing proposals for what the single unitary authority could be and how areas/populations can be divided. Proposals must be submitted by November.  

What are the proposals?

There are currently three options being developed for local government in Oxfordshire. It is likely that all three proposals will be submitted to the Government, which will ultimately make the decision for our area.

Option 1: One authority

Oxfordshire County Council is proposing a single unitary authority for the county of Oxfordshire. More details about the rationale and potential benefits of this approach are available here: County council continues to endorse one council as best option for future local government in Oxfordshire

Option 2: Two authorities

Five councils in Oxfordshire and West Berkshire have collaborated on the proposal for two authorities. The proposal would divide the five existing councils into two new authorities: Oxford & Shires Council and Ridgeway Council.

Oxford & Shires Council would include Cherwell, Oxford City and West Oxfordshire. Ridegway Council would include South Oxfordshire, Vale of White Horse and West Berkshire.

There is a public consultation open until 16 July on this proposal and a number of public engagement sessions are happening across the area. The details are available on the website. Once the consultation closes, a revised proposal will be produced.

Option 3: Three authorities

Oxford City Council is proposing three unitary authorities be created to cover Oxfordshire and West Berkshire:

Oxford Council – comprising Oxford on expanded boundaries

Northern Oxfordshire Council – comprising much of the existing West Oxfordshire and Cherwell districts

Ridgeway Council – comprising much of the existing South Oxfordshire and Vale of White Horse districts combined with the existing West Berkshire unitary

When will all this happen?

The proposals are currently being developed and will be submitted by 28 November 2025, with decisions expected to be made during 2026. Shadow councils will be established during 2027 to start the transition process, with the new councils being formally created (or vested) in 2028.

What should we do now?

Keep an eye out for updates from the various councils or on our website. The principal authorities are engaging with their communities and we’d encourage you to get involved, ask questions and find out more about what is planned and what it will mean.

At this stage, little has been said explicitly about the role of town and parish councils within these future governance structures but we will keep monitoring the situation.

Transport Management – Decisions

25th June 2025

The following were approved at yesterday’s Transport Management Meeting:

  • 40mph speed limit on Oaksmere in Appleton, between its junction with the A420 & the new 20mph speed limit terminal
  • 50mph speed limit on the A420, between the existing 50mph limits at Tubney Wood & Parklands Manor (ex. Besselsleigh School)
